Never asked:

Sure, we can separate oxygen from hydrogen by heating water until it evaporates, but can we simulate what plants do to change carbon dioxide into oxygen?

The form h2o electro chemistry can evolve o2 gas easially from water so yes we can make oxygen without plants.
The form h2o electro chemistry can make oxygen and hydgrogen when it is still in the form h2o.
